How to set monitor priority?

Worth hdmi monitor (1). I decided to add an old vga to it via dvi (2). When connecting 2, it becomes the main one. When disconnected, everything falls into place. Monique 2 is old and takes a long time to start. You need to make hdmi the main one, regardless of dvi, because there are several systems: you don’t want to poke at random into grub.

I don't specifically need OS, but in general.
So that from the very start the PC monitor-1 is the main one. For, as I wrote in the question, monitor-2 is old and takes a long time to start, and, for example, grub asks you to select the axis on the main monitor.

No way, the signal output priority is in the video card firmware, usually it is VGA>DVI>HDMI>DP.
Perhaps there are craftsmen capable of fixing the firmware.
