It is not clear what you need and why.
The folders are in the file system.
You create a partition on the disk, create a file system in the partition, after which it writes information to the disk that it provides users with as files and folders.
The disk has data recorded by the file system, there are no folders and files on it.
If you want to copy raw data (raw), you take and copy everything.
If you want to copy the desired folder - open the file system in Explorer, specify the desired folder and copy.

Yes, there is an Archiver called - tell him what folders you need and he copies them to the archive.

At the raw level, you can only work with entire sections or individual files calculated from the file header (which is exactly what photorec does ).
But to work with deleted files (if they have not been overwritten yet) at the FS level in a specific folder, you can use testdisk .
