Why is there an error when installing windows 7 "Not enough free space ..."?

When trying to install windows 7, I get the error " The installer could not install to an existing system partition due to insufficient free space ."
The partition is formatted before installation. The installation has already been carried out before without any problems.
It also does not work to create a partition if it is deleted.

Delete the system partition and re-create it.

You have an empty space at the beginning of the disk> 4GB.
Create an empty 100MB partition in it (or 350MB if you plan to upgrade to Win8+ in the foreseeable future) and make it active.
Do via diskpart:
Shift+F10
diskpart
select disk 0
create par pri size=100 (or 350)
active
If the partition will be created after the existing partitions, then create par pri size=100 offset=0 or 1024

I faced such problem. I must say right away that initially my disk was formatted and there were no partitions on it. The following worked for me in this case: I simply deleted all the boot and backup "small" partitions on the adjacent first drive.
