Does your computer need to repair error code 0xc0000225?

I decided to install ubuntu, for this I took an old laptop (HP Pavilion 15-b156sr). Turned off the laptop through the shutdown options.
I chose the item in which the system will clean the entire disk and create partitions. Created a user and learned how to brew coffee. By my
arrival, there was an installation error related to uefi. This sometimes happened and I, without paying attention, rebooted the laptop.
But I was "pleasantly surprised" by a blue screen and the inscriptions:
Your computer needs to be restored
File: \Windows\system32\winload/efi
error code 0xc0000225
As a result, it does not boot from a USB flash drive. Doesn't go into bios settings. You can get information or diagnose,
but more nini. I tried both windows 7 and 8. And I put the system on a USB flash drive to boot from it. No way. There is no disk drive.
There is nothing to remove and connect the laptop drive. Maybe someone faced the same problem? The most important Windows should
not be on the disk, usually there was a grub error. And here is what an opportunity.

Of all the things written, the strangest is this:
If it does not boot from the flash drive, then you need to go into the BIOS to change the boot priority.
Or as an option, modern motherboards usually have a hot key for selecting bootable media, usually F11, F6, F7, but there may be others. Your laptop is not new, so it's not a fact that it has it. If you do not see a hint with hot keys, this does not mean that they do not exist, try experimenting.
And one more thing - stick a flash drive into USB 2. Old BIOSes often did not support booting from USB 3 media.

We press DEL or F10 and we get into the BIOS, we set the boot priority there.
