What is the best RAM? Timings?

Greetings.
The question is double.
The following sets of RAM are available: Kingston HyperX [KHX16C9B1RK2 / 8] 8GB (a kit of two 4GB dies). Timings with xmp profile 9-9-9-27;
There are also two Kingston [kvr16n11 / 8] dies, 8GB each. With timings 11-11-11-35. The latter was taken to replace the first in order to increase the volume (not all together, but only the last two instead of the previous ones). But faced with a slight decrease in fps in games (timings let you know?). In this connection, a simple question: which kit is better?
I found information on the net, I quote: "kvr16n11 / 8 allows you to lower the timings to 9-9-9-24 at a frequency of 1600 and a voltage of 1.5v." I immediately got into the BIOS to set the desired numbers, but the result is negative. OS won't start. Hence the second question: if people write that timings are reduced without problems, then how can I lower them?
Tell in advance if this is a stupid idea.

Why lower timings?
first of all, raise the frequency, or equalize at least
and then look for the timings on which the OS starts

and in order for the timings to be lower - lower the frequency, the
differences in fps are negligible, so not worth it

Firstly, not every bar comes out the same, one takes the frequency, the other takes the timings lower, without changing the voltage. And someone can not overclock by 1 MHz.
The fourth timing parameter has almost no effect on anything. The first decides. Usually he gets into the marking. Cl9
FPS can also drop from other things, not the fact that this is memory

That's right, with the same frequency and volume of RAM in FPS, the memory with lower timings will win.
just try to take your frequency to her, I would try
1866 MHz 11-11-11-28 -1T / 2T 1.52-1.56V 2133 MHz 11-12-12-32-1T / 2T 1.6-1.65V. It is necessary to twist twirl / everything is purely individual.
