How to run Win32 applications on Windows RT?

Hello!
My friend bought a Windows phone thinking he could run windows programs on it. But it turned out that only UWF applications work there, some of which are trite ios applications running in pseudo Windows. They say on the Internet that you can still run Windows programs compatible with Windows 10 with a hook, but how to do it ?! (at least x32 bits, and preferably x64 bits) Help, please, without ignoring!!!!!!!
