Cannot create another system semaphore. What does it mean?

When starting the MongoDB service, it gives the error "Service 'MongoDB' terminated due to the following internal error:
Unable to create another system semaphore." How can this be fixed?

The database was locked by the mongod.lock file, deleted it and everything started up
