Where does RAM go and how can I get it back?

With only antivirus and task manager windows open, the RAM load in the task manager in the Performance tab shows 1 GB. However, judging by the tab Processes , all processes in the aggregate do not use such an amount of memory, by force, if you count, you get no more than 200-400 MB. What is using the rest of the memory? Where does she disappear to? How to return it?
Operating system: Windows 7

Where does RAM go?
It does not disappear anywhere, the system uses it.
how to return it?
Use another OS that is less memory efficient.
Now the approach to working with memory in the OS has changed a lot.
Previously, the OS minimally managed memory, simply handed out to processes, all the memory that was not used by the processes was free, and stupidly idle.
Now the OS tries to use all available memory as efficiently as possible.
