How to remove a printer on a terminal server?

Good afternoon, colleagues.
Help to solve such problem...
Are available: a terminal server, a network printer and a print server.
The network printer is installed on the print server and the users are installed using the GPO (the desired users added to the group targeted by the printer).
The problem is that this printer is now available to all users of this terminal server. Users who weren't supposed to have this printer have it simply added to their permanent printers, and users in the add this printer group now have two printers with the same name.
I sinned that it was somehow installed locally on the terminal server, but if I go to this server as a local administrator and delete the printer, then immediately after clicking the "update hardware configuration" button in the device manager, it appears again.
Can anyone suggest what could be the issue?

Log in with an administrator account to the server and delete the printer.
