How to register your discount calculation in the Bitrix cart?

Hello. Guys, such a question, can I register my discount for the entire basket in Bitrix so that it "blurs" on all the goods in the basket in equal shares, but not more than the cost of the goods +1 ruble?
Like this:

Glasses - 999 rubles.
Pencil sharpener - 100 r.

Discount 200 rubles. applied, we get the following cost of goods:
Points = 898 rubles. (-101 r.)
Sharpener = 1 r. (-99 r.)
I tried to prescribe the rules for the basket so that the discount on the entire amount of the basket was 200 rubles, but in this case the sharpener comes out not 1 r, but more. Can I make some handler to apply the cart discount the way I want? Maybe there is a handler to go through the goods and make a discount

There is no need for a handler. Go to the settings of the module "Online store" and check the box
"Calculate discount for each item (for the entire quantity of goods)"
