Now he wants me to start filling (copying, pasting text and cutting images from Word), layout there at the level of inserting lists and headings, and cutting is enough editing tools for WordPress itself.
I tell him the cost, and of course it is high because I calculate at my rate per hour, although this is not a difficult job, but I know that it will take a lot of time. All sorts of graters began, such as handing over an unfinished project.

If the contract work did not include work on filling the finished new site with content or it was not explicitly stated in the terms of the contract, you are not obliged to do this.

So, if you do not want to fill the site, write in the contract so that you say you are not engaged in filling at the development stage and filling the site is signed by a separate agreement with separate prices. And there, if the client begins to persuade you that you are not submitting a complete project, then "poke your nose" at the contract, at the right point. And since the contract states that this is a separate service, then be a client, be kind, observe what you signed and do not be impudent.
