How to recover from NetBeans errors?

Hello everyone,
What would you recommend to replace NetBeans? I've been trying to set up NetBeans 12.2 for two days. It used to be version 11, it worked fine and then for some reason it stopped ...
Constant errors:
English: Sources folder is already NetBeans project (maybe only in memory)
Russian: The Sources folder is already a NetBeans project (maybe only in memory)

NetBeans 12.2 installed in conjunction with XAMPP + OpenServer.

Problems and solutions were as follows:
If the path to PHP.EXE is set to a folder in OpenServer, it constantly gives a path error.
If the path to PHP.EXE is set to a folder in XAMPP, it flies normally.

Configured like this:
PHP XAMPP - port: 8089 (http) 4437 (https) MySQL (3306)
OpenServer - port: 8080 (http) 4433 (https) MySQL (3307)

1. Creating a project as a PHP Application - by default it is placed in the XAMPP folder ( E:\xampp\htdocs\Test_a).
PHP built-in Web Server - localhost:8080 - Opens fine from NetBeans via RUN.

2. Creating a project as a PHP Application with Existing Sources - E:\xampp\htdocs\test_bsometimes without problems, but more often:
- you should restart your computer or restart NetBeans - Sources folder is already NetBeans project (maybe only in memory) .
