I can advise the Chinese equipment OpenVOX .
Convenience lies in the ability to scale and mount in conventional RACK racks .
The quality of the equipment is very acceptable compared to analogues.
Everything depends on your needs.
You can buy, for example, a VS-GW1202 box, and a VS-GWM400G expansion board - you get 4 SIM cards, while you can put another one for 8 SIM cards. There are boxes for 5 expansion boards OpenVox VS-GW1600 - ie. for 20 sims.
4 SIM cards with a box will cost about $450-500.
If you need 4-8 SIM cards, you can get by with OpenVox G400E or OpenVox G400P cards, they cost about $125.
The second step is to install and configure the Asterisk telephony server and screw this hardware.
There are ready-made assemblies like Elastix with them it should be a little easier.

It is illegal in Ukraine to forward calls from local mobiles. operators "over the hill" will not work.
"Maskishos" will come and the equipment will be taken out, and there will be joy.
There are no such problems in the Russian Federation, but you need to talk to a lawyer.
Install a GSM gateway, fill it with SIMs, configure Asterisk, forward calls via SIP.

SIP is a VOIP telephony protocol. With the help of it (if you dig well) you will come to a solution. As far as I know, only Megafon provides adequate SIP.
