How to raise OpenVPN between two OS on VirtualBox?

Hello. Linux Manjaro host system, VirtualBox installed, Whonix Gateway and Kali Linux in it. Access to the network through a router. It is required to raise OpenVPN in this scheme. Please tell me on which system the server rises, and on which client? Also, please explain how traffic routing looks logically in this scheme? The task is to hide the use of Tor and have a clean ip.
