How to publish a working version?

Posted the app a few months ago.
The application downloaded, worked, you could find it on Google Play.
But for some reason, I temporarily disabled it.
Now the question is how to turn it back on?

I got the impression that it is better not to touch unpublish applications even if there is a suggestion in the console, something for him to enter.
You certainly have a different case, but out of harm's way, I would start by trying to publish an open beta.
Just create a new release.
I don’t know how long it has been with you, but first double-check that the application complies with the current edition of the rules.
