How to properly set up key combinations with 3 language layouts?

I have 3 keyboard layouts - Russian, English, English American with a special key (to hold down the right alt and press another button to get a letter that is not originally on the keyboard). How can I make xubuntu so that the Russian and English (without special keys) switch to shift + alt and the American one with a special key is switched on only through win + space? I used gxNeuer, but all I managed to do was turn on 3 layouts with the win + space keys, but I couldn’t remove it. That is, with shift + alt, I still turned on the layouts in turn.
