How to organize RGB lighting of the workplace?

Due to health reasons, I need to be able to control the lighting via a PC or smartphone. I physically can not cope with any switches in hard-to-reach places or with tight buttons, so I really want to be able to control the lighting of my workplace in a way that is convenient for me, while, if possible, without going broke on paying for all this pleasure.
I read how much I mastered on the Internet on the topic of RGB backlighting and lighting. The brains are very tired, so I want to ask people who understand, who know what to do? I can’t afford a smart home from famous brands yet, and I can’t solder and make it myself, unfortunately. I notify you right away, I'm not a technically educated person, so please don't kick me hard right away.
I want it very much:

  • RGB lighting of the workplace (shelves, wall, table ..) with a choice of different modes
  • high-quality analogue of Ambilight for the monitor
  • control of all lighting segments both from a computer (and maybe from a smartphone) and their autonomous operation (can be turned on / off by some convenient button)
  • possibly an adequate price for all this madness

I love the Razer Chroma (there's a BlackWiddow Chroma V2 keyboard), I love how the Chroma software lets you customize lighting, effects, etc. I had a Philips TV with Ambilight, I saw and know how it works. I know about Philips Hue, and recently googled paintpack as well.
I'm leaning towards Chroma + Philips Hue, but I'm not entirely sure. I would like to understand exactly whether this scheme will:
  1. work and be controlled without turning on the PC (for example, just shine the color I need over the table to read a book)
  2. when installed on a monitor, repeat the work of Ambilight with high quality

I am also interested in any other alternative solutions to my Wishlist. I will be very glad to each adequate opinion and advice :)
