How to organize a static IP for a SIP server?

Good day colleagues!
I need to organize a dedicated IP for the sip server, of course, the easiest way is to order a service from my provider, but not in my case, because for some reason using the IP of my provider, calls from the local network do not go through and those support shrug. I tried to start the same SIP server on Rostelecom with a static IP, everything works fine, the calls go in one direction and the other. Since we do not have the opportunity to change the provider - the private sector and it is alone. There was a decision to purchase a VPN with a static IP and run a SIP server on it, since I often resort to the same solution when I bring surveillance cameras from remote objects to the Internet using 4g Internet Megafon in conjunction with the Hideme service, I decided to try it for sip - but they do not have the ability to forward the range of ports 10000-20000.
Advise whether there is a similar service with the ability to forward a range of ports, and not one at a time? Or maybe there is another alternative that I don't know about?
PS sip server will be used for the intercom system.

When you get your VDS/VPS then forward whatever you want. Make a SIP server in the DMZ, set up routing through the tunnel and it will be fully available on the Internet.
By the way, using an external server, you can diagnose the problem of the provider. What protocol on what ports they cut.
