I live in such a wonderful place for all mobile developers as Crimea. So, I want to publish my game in the play market in the near future, but I cannot officially have access to the developer account. Can I get a ban if I use a VPN to create it and use it?

No questions from Google to users logging in via VPN. But it is necessary to provide for other points that may arise in the process of working with a developer account.

• Fee payment : indeed, a Qiwi or Yandex virtual card may be suitable.
  
• Receiving funds from payments : leave the peninsula and get a classic bank account, with details, BIC, etc. Issue two cards in the same place at once: an international Visa / MC to pay the fee and "Mir" to use funds on the territory of the peninsula.
  
• Address : indicate the address in the same city where you will receive a bank account, so that it later appears on bank statements. As a rule, such an extract with your address and the signature / seal of the bank is enough for various companies as an "address confirmation". Ideally, if this address is not random, but your friend or acquaintance living in this city.
  
• Account Login : Be vigilant and never log into the developer account from any IP address other than the VPN address. Keep a separate browser to work with and be sure to check if you really have the correct VPN address before launching it. Close this browser when you're done.
  
• Additional prevention : reduce the level of attention from Google algorithms. To do this, for example, set the time on the computer according to the selected server in the VPN. You can also rent a personal dedicated IP address inside the VPN. No one will use this address except you, which means there will be no suspicious multiple logins to different accounts.
