How to open access to OS Capitan files?

OS Capitan doesn't have the option to delete a file from a USB drive?
If yes, please let me know

And other OS at the same time delete? If not, then it's a flash drive and it's easier to format it first.

if ntfs then put Tuxera NTFS or something like that.
