How to open a business account in PayPal?

To open a PayPal business account with a simple account, do you need to have a **just a real company**? Or is it possible to somehow... That is, pretend that you have a company of Horns and Hooves and open an account? Wouldn't that be too risky? Account blocking?
If anything, it's not about the Russian Federation.

Read the PayPal rules. Naturally, this is fraught, but "not about the Russian Federation" - it may well be illegal.
