Card for PayPal account - to use the card to pay with funds from a stick, and not vice versa?
A bank card is attached to the stick so that it can be used to pay for purchases through the stick. And I need the opposite - to pay for something with a card with the funds that are on the account of the stick. This will eliminate the need to withdraw funds from the stick to the bank account of the card. Are there such solutions? PS: Russia.

No. The stick should give you a card, at least a virtual one. Issues ? I have not seen this.
