How to minimize the risk that a hired programmer will appropriate the site he created according to my TOR for himself?

I have an idea to create an Internet service designed mainly for the USA (where I am located). I plan to implement the project by attracting a programmer from Russia. The idea concerns a very sensitive topic and is, one might say, on the verge of the law. In other words, even having registered a domain in the US as a trademark, I am not very interested in any litigation a la lawsuits. It seems to me that after the promotion of the site, which I will carry out through direct targeted advertising to the target audience and after user payments for the service begin, the programmer will be tempted to simply take over the portal and administer it instead of me, receiving user payments (my technical knowledge is far from the level of any programmer).
Please tell me how can I minimize this risk.

Better create a service that is completely within the law. Otherwise, if the programmer does not create problems for you, then perhaps the law will create them for you.
