I think you messed something up. Financial law is not my forte, so I won’t immediately refer to specific norms of the law, and I’m too lazy to google, but my legal intuition tells me that only financial organizations could always keep money. Therefore, on all sites, the intra-site currency is not money. These are all services: VKontakte voices, OKs in Odnoklassniki, etc. represent a virtual service that is considered rendered from the moment they are purchased for real money. Accordingly, this service cannot be banned.
