Where to complain about non-payment under the referral program?
I have a website with ratings and reviews of hosting providers. I attract clients through affiliate links. The problem arose with the hosting of Sim-networks.com - since 2015, the amount of 618 Euro has run up through the affiliate program. Upon request, only 35 Euro was paid, the remaining 583 was brought by a large client and hosting did not want to pay for it due to some "failure in statistics".

Answer in the ticket:
You have been transferred the entire amount available on the balance at the time of application. Indeed, in your accrual statistics for 2016, the commissions of one of our clients are displayed. Here, most likely, there was a failure in displaying the results.

We did not write about the refusal of payment. We asked you to clarify additional information to identify the connection partner <=> client.

IMHO, the best answer would be something like:
"A referral program involves attracting customers by posting referral links on partner sites, or on any resources available for publishing links. As you understand, for this, partners do not need to collect any data about customers, who clicked on referral links, since all attracted customers are eventually tracked by your system, which is reflected in the statistics of my referral program account. a very good signal about the quality of service and reliability in general, both in work with clients and in work with software.Still, I hope that working with you will not be a disappointing experience for me... "
Then add on your own taste, you can hint at publicity in social networks, on the website, in large communities, as suggested by McBernar
Read the partnership agreement. If there are no phrases like “I want - I cry, I want - I don’t cry” - you can write a dosudebka. Then go to court if there is no response. But in court you have to prove that the client is yours. Is it possible to do this - you know better. I can imagine that it will be difficult.
Another option is to tell about it as openly as possible on your website, on Habré, on Facebook. With screenshots, logs and more. The reputational blow will be decent. It is quite possible that the hoster will want to settle everything himself. Well or not, and then just forget about it.
