Is it legal to store user data in Google firebase?

Hello! I will try briefly:
We made a user database (Users DataBase) based on firebase Google. Data:
full name, phone number, mail, photo, authorization using social networks. networks
After reading the law on the localization of personal data. The bottom line is that you need to store the data of citizens of the Russian Federation only on the territory of the Russian Federation.
If the data is sent outside the territory of the Russian Federation, then the database will have to be redone, which takes a very long time
. Accordingly, the questions are:
1) When using Google FireDB, is the data sent outside the territory of the Russian Federation or stored at local data centers in the Russian Federation?
2) If the data is sent outside the territory of the Russian Federation, is there any way out of the problem, in addition to reworking the database?

- Keep an up-to-date copy of the database on a Russian server (the law says what to store in the Russian Federation, but it does not say that only in the Russian Federation)
- Dry many, many crackers in preparation for imprisonment for violating Federal Law-152
