Can a freelancer be fined for not submitting a 3-NDFL declaration?

Good afternoon, I have a question. The freelancer received during the year money transfers to his personal bank card of an individual for the services provided. The total amount of transfers for the year is about 200 thousand rubles. (the transfer averaged 20,000. There were about 10 transfers a year).
The note to the transfer states: “Payment on behalf of the Principal under the Agency Agreement ... From the Limited Liability Company ... NAME OF THE ORGANIZATION ...” .
Is there any liability to the tax authorities for failure to submit a declaration on income that was received, because the fact of receiving money for services is recorded in transfers? What are the penalties for not paying tax on the amount of income, will pennies be charged for it and for what amount?
Is it possible to provide 3-personal income tax for the past year after April 30, for example, in a year or two?

If according to the law, then yes, the tax inspectorate has the right to make claims and demand payment of tax for the last 3 years (statute of limitations) + set a fine of 100% of the unpaid amount.
In practice, banks transmit to financial monitoring information only about payments from 600,000 rubles and other dubious large payments. Your payments are an order of magnitude less than this amount.
PS If absolutely by law, then the organization that has concluded an agreement with you must act as a tax agent, and independently deduct and pay income tax on your behalf.
