How do you look for remote work other than freelance exchanges?

It's hard to find a smart js programmer. I have already covered all the exchanges, including odesk.
Maybe the budget is small, 10 thousand. for the project...
First of all, the question is for programmers, are you looking for vacancies for remote work on headhunter, superjob, or even avito?

I'm not a programmer but a requirements analyst with some technical skills (XML Schema, SQL). But my answer may be useful, since I closed a number of projects through oDesk and have some idea of the situation from the side of the contractor.
First, oDesk prefers to work according to the hours worked * rate scheme. Many performers take on only such projects in order to minimize their risks. If the customer has the Payment method verified checkbox, oDesk guarantees payment if the entered hours were tracked by their tracker (a program that monitors the artist's activity and takes screenshots of his screen).
Secondly, you can estimate the budget of your task as man-hours multiplied by the rate of a good developer. In the case of a fixed price scheme, like yours, multiply by the risks, for example, by two. I do not know the market for JS developers, but I can assume that a good specialist, but not a star, will work for $20 - $30 per hour, $25 on average. Your budget is roughly $285, which is 11 hours of work, or less than a day and a half. It looks more like a small task than a "project", but you know better if such an estimate is appropriate.
Thirdly, it is quite important to write ads on oDesk correctly and set criteria. I usually look at:
- Hourly pay or fixed price (so far I have never worked on a fixed price scheme),
- What the customer noted in the "desired level of the performer" field, usually those who are willing to pay note that they need an expert.
- There are also restrictions on the region, the number of hours worked and the average rating of the performer.
To make it easier to filter spam, clients often add something like "insert this line at the beginning of your response to show that you at least read this description carefully" in the middle of their job description.
I hope I have cleared up some points for you. You can try placing your ad a few more times.

It's not your problem, it's everyone's problem, everyone is looking for sensible js.
10 is normal, even if you increase it, the problem will not be solved.
The intelligent ones themselves are not looking for anything, especially on avito, etc. They usually have a queue ahead of them.

As an option, make the project paid - so that it hangs at the top of the list for a week or two - there are always more answers to such projects. Tried?

Depending on what kind of project, 10 can be really not enough.
Publish several times on Odessa.
Since the question has been asked, in addition to exchanges, there are still enough personal connections to search for jobs. You can also search the forums for the framework you are using.
