How to make an interactive tutorial?

In general, the essence of the problem is to create an interactive tutorial for Android / iOS. I want to implement it like this: a server that stores information, an application that downloads updates via the Internet from a phone / tablet and displays a textbook with the ability to select answers (where this is possible).
Is it already like this? Where can you get information or ideas on how best to make and store information? Has anyone had experience or seen a similar application?

It seems to me that the easiest way would be to make a mobile WEB site, and if you need an application, then pack it in Cordova / PhoneGap. Consider immediately and cross-platform.
