How to make alternately lit LED strips react to movement?

Under each step there will be an LED strip that lights up when the motion sensor is triggered. They will light up alternately, from bottom to top. As soon as the person has risen, the tapes go out. In the direction from bottom to top. How can this be implemented? And can this be done without programming (that is, without them) microcontrollers?

The motion sensor activates the time relay.
The time relay sets the output to one.
This unit goes to the input of the shift register.
The clock generator sends clock pulses through the divider to the shift register.
The register outputs begin to fill with units, lighting the tapes through the keys.
When the time relay has finished working, its output is set to zero.
This zero also goes through the shift register, extinguishing the tapes.
