How to repeat the laptop power scheme?

There is a li-poly battery, the computer is powered by it (mini-itx mother):
minimum Wishlist:
some kind of circuit that would monitor the charge of the battery, in the OS would be seen as a laptop battery, in extreme cases like UPS
maximum Wishlist:
the same as the minimum + battery control by bank + power management (there is an external one, we use it, it’s gone - we switch to the battery), you can even without a battery charge.
It is clear that you need to dig in the direction of the circuitry of the nutritional part of the laptops, but I have not found anything concrete yet.

For the OS to see it as a battery, look towards the Smart Battery standard. Many manufacturers (TI, Maxim, etc.) have microcircuits for monitoring batteries according to this standard. It is usually connected via I2C / SMBus (some mothers have pins for connection). Also, some UPS pretend to be Smart Battery when connected via USB.

It is not clear what exactly is being sought: how to assemble-solder such a thing or a ready-made solution?
You can solder-assemble using ready-made chips from TI, Maxim, and so on. They have chargers for Li-Po with and without protection, for different currents and so on.
If ready, then you can look towards portable chargers for radio-controlled models. There are on Li-Ion and Li-Po with different charging modes.
The OS will already see this depending on the implementation. You can make your own scheme simple for minitoring, which will simply report the status via USB / Serial, for example.
