Freezes when watching videos offline/online. What is the problem?

A couple of months ago I began to notice friezes when watching HD-online video. Over time, the situation worsened and now offline video can sometimes be watched only in HD (not FullHD), and online is generally not possible in almost any quality (except at the minimum). At the same time, there are no other problems (I did not check it in games). It starts to slow down almost immediately when you start the video.
During the year the system was Windows 8.1 with drivers out of the box and everything was OK.
First of all, I updated the drivers from the official website of the manufacturer, but nothing has changed. Because the system was operated for a long time without reinstallations, then I decided to do it. It was Windows 8.1 and reinstalled on it. The drivers for the mother and the video are the newest from the manufacturers' websites. There have been no positive changes. Because on mother 2 slots PCI-express rearranged in other slot. Did not help. I took an old GForce for testing and it worked without problems.
It is clear that the matter is in the video, but there is no desire to change it at all. That's why the question is, what could be wrong with her? Can warming up the chip help? Or give it back for reballing? Or is it a memory issue? If with memory, then it is necessary to change the bad chip or, again, can it be warmed up? Or maybe something from the harness?

Usually in computers, the brakes are associated with overheating during operation.
If it is clear that the matter is in the vidyuhi, then:
Look at the temperature of the video chip with something. AIDA64, etc.
Or preventively - remove the radiator, change the thermal paste, put it in place.
Memory problems are expressed by artifacts, or it does not work at all.
Chip dump - so it also does not work at all.

You will spend more of your time on (quite possibly fruitless) troubleshooting and trying to fix it than you will save money. The really quickest thing to do is to check the temperature with GPU-Z and if there is an excess, try to remove the heatsinks, thermal paste, apply a new one, put it back. All other manipulations will require special skills and equipment that you do not have, and buying these skills from third parties is more expensive than buying a new card. I'm talking about running.
Throw that penny card in the trash, put something fresh in there.
