How to make a backup of the list of installed programs in Windows 8.1, so that later you can restore it in a freshly installed Windows 10?
I just want that later everything that I installed in the old system could be correctly removed by native uninstallers.
I would like some program tailored for this, although I can do it with my hands, I just don’t know where this information is stored.

There are no such programs. In any case, there are definitely no such ones that work correctly with ALL installed programs.
It is common practice to upgrade to a new version of the OS for this very purpose - to preserve the already installed software and personal information.
If you just need a list of installed software in Windows, it's done like this .
See the link for several ways. The first one did not work out for me, I recommend using GeekUninstaller, the program itself is useful.
Only there is a suspicion that metro applications under the eight will not fall into this list.
