How to legally register and work when receiving payments via Paypal?

The question is, how to conduct legal activities working for foreign clients (individuals), receiving payment through Paypal? Is it possible to work on a patent? And how to get around the conclusion of contracts with clients, because all clients are individuals and they are not at all interested in these troubles. I would be grateful for any information.
