Can a customer refuse a PayPal refund?

The situation in short: a customer found me on a dribble, made me an advance payment of 50%. But then something happened to him, and he decided to change his mind about working, although a lot of time was spent discussing the project and many calls. As compensation, he offered me to leave a 10% deposit. I made payment via PayPal, during this time I refused other potential orders. If I refuse to make a return, which side will PayPal take?

It is possible, but the moderators can show off and go towards the customer (they are brainless)

be careful! maybe they are laundering money through you on paypal.
If you make a return, only after a delay of at least 30 days. And in support of the same, write your assumptions, or call them yourself, they know this scheme and will understand you.
