Is it possible to work remotely in the West without a diploma?

Is it possible to work permanently remotely in the west? I'm learning English, while I know html, css, I'm doing web design. How much is in demand? While I am learning the language, I would like to know the details regarding the work. I plan on at least $5-10/hour. Tell me how real it is, please.

In design, no one looks at a diploma, the main thing is a portfolio. Another issue is that in remote design, project-based work still prevails, and not permanent work.
