Is it possible to withdraw money from PayPal without linking a bank account?

I want to withdraw money from Paypal through an exchanger. Do I need to link my bank account to paypal to do this?
Couldn't find an answer specifically to this question. Don't want to lose money.
Does anyone know the answer to this question?

through the exchanger is not necessary, especially if the commission and reputation of the exchanger suits
but with the amount of PP it can limit the account for withdrawal to the indication and confirmation of the account

As far as I know, PayPal only transfers funds to a bank account. And no commission
