How to register an individual entrepreneur in Russia, working for foreign customers and receiving payment on a PayPal account?

Hello!
I am interested in how the registration of an IP for a freelancer with a non-fixed income is carried out.
I work officially in my city in my specialty and in parallel with this, from time to time I draw to order. All customers are mostly foreign and transfer money for work to my PayPal account. Recently, I have been thinking whether I will need to register an individual entrepreneur if my additional income becomes regular (in parallel with my main job).
I have the following freelancing options:
1) I have a "portfolio" on a major drawing resource that companies and studios find me on. They sign contracts with me for some work (for example, the development of a character concept for a computer game).
2) In the same place, ordinary people find me, who order drawings from me for personal use (for example, drawing an illustration for an amateur book).
3) I have a page on Patreon (a platform for supporting creative people by fans through a paid subscription to the author's blog), money is sent to the account monthly.
All money received from the described methods is transferred to my PayPal account, because the customers are overseas. On my account, the received money ($) is automatically converted into rubles. Then I just withdraw money to my Sberbank card.
Here the question arises, how can I legally register if I start to earn money steadily by freelancing? Now I drew a drawing once every six months and withdrew a thousand rubles to a Sberbank card, which I withdrew in the terminal and spent. What will the process of withdrawing money and paying taxes look like in the case of officially registered freelancing (in an amount equal to the official salary or more), given that all earnings go through PayPal?

The beauty of PayPal is that it just bypasses currency controls and the need to report to the state (taking a significant percentage for this, however). It remains only your personal responsibility as a citizen of the Russian Federation. If you can't, you can file a tax return for this amount as an individual.
If the PP account is verified (status verified), then it allows you to operate with a fairly large amount of the limit per month. It used to be 550k - check now.
If you are tied to the Stick and you climb into the limit, then you should not think about the IP.

if there is an individual entrepreneur, then you can only accept money to your current account.
And this is either work under an agreement with a direct bank transfer to your PC, or register a cash desk and connect acquiring that supports paypal.
