How to install an FTS certificate on a Mac?

You need to install the Root Certificate of an accredited CA of the Federal Tax Service of Russia on a computer with OSX in order to gain access to the Personal Account of the Federal Tax Service . I download the certificate, it opens the Keychain. But it does not appear in the bundle itself. What am I doing wrong?
