How to initialize a new disk if it says the error "RPC server is unavailable."?

I bought a CD 4 years ago. Put it in a laptop, rolled Windows, used it for a week. The laptop was broken, but the disk was working. I put it on the shelf and never touched it again. Now I put it in a new laptop and I want to initialize it. Here is the first screen

I tried to start the rpc services according to the manuals, but it doesn't seem to help. Or maybe I'm doing something wrong.
