How to get rid of cracks in the body of an email in Microsoft Outlook 2007 SP3?

Microsoft Outlook 2007 SP3 is installed on the computer.
In some of the letters that come to me, instead of the text, I see kryakozyabry.
Found out that these letters are encoded with Unicode (UTF-8).
What I do:
1) If a letter comes to me in a text format and Unicode encoding (UTF-8) is enabled by default,
then I change it to any other.
2) Then back - to Unicode and after these actions the text in the message is displayed correctly.
Questions:
1) How to enable automatic encoding detection for all incoming emails in Microsoft Outlook 2007 SP3?
2) How to enable Unicode (UTF-8) encoding for all incoming emails in Microsoft Outlook 2007 SP3?
3) Is there any other solution to this problem?

Domain?
If the domain, then through the GPO, these are the settings:

Microsoft Outlook 2013/Outlook Options/Mail Format/International Optionshide
Policy Setting Comment 
Auto-select encoding for outgoing messages Enabled  
Encoding for outgoing messages Enabled  
Use this encoding for outgoing messages: Unicode (UTF-8)

Of course don't forget to install adm templates for your version of Office.
