What to do with ever-growing outlook databases?

Outlook

All users in the company have an outlook that stores the database on the user's computer. These databases are growing rapidly and in case of failures this database has to be copied. Question: what to do?

Options are possible.
1 Transfer everyone to IMAP and the mail will be on the mail server.
2. I don't know how in Outlook, in outlook express menu Tools -> Options -> Service -> Bank of messages.
