Outlook does not display incoming messages from some users, how to fix it?

In Outlook, mail from some users does not arrive in the *inbox folder, but if you search through the user's search bar, the message is already displayed there. No matter how hard I tried to find the rules for the user, it was not possible.

Is it stupid to add these emails to the "white" list?
Click the Home tab.
In the Delete group, select Junk.
Select Junk Email Options.
In the Junk Email Options dialog box, click the Safe Senders tab.
Select Add .
In the Add Address or Domain dialog box, enter the email address or domain name that you want to whitelist.
Select OK.
The email address or domain appears in the safe senders list.
Select OK.
