How to get a higher technical in 30 years?

I work as a programmer (self-taught), I'm over 30, unfinished higher education. Advise a good technical university where you can study for a fee, combining with work.

It is very good that you understand that you are going for knowledge, for a base.
From my own experience, I advise either the Higher School of Economics (HSE Moscow), or look for American universities, study the ratings and reviews.
In Russia, this is historically very bad (before cybernetics was a pseudoscience, now smart people are preparing a tractor).
