It probably depends on the estimated salary. There will be a good salary - you can find a specialist who knows many technologies and with good experience, you can understand by resume + portfolio. And if the budget for salaries is at a minimum, then how lucky you may get caught by a talented beginner or a snickering freeloader.
Well, from specifying knowledge of HTML / CSS / JS in the requirements, etc. zero sense. Most freelancers know them, but far from everyone is able and willing to apply this knowledge qualitatively.
I think it's better to give one-time paid test tasks and, based on the result, select suitable candidates for further conversation.
