How to fix unstable fps in games on my hardware?

Hello.

I would like to know from you (or get a mini-consultation) on my hardware and how it works (that is, it does not work as it should). I also understand that it is difficult to understand the trouble without a full config and the computer itself in front of your eyes, but if you can answer, I will be grateful.

I recently bought a Pallit 1060 3GB (plugged in)and faced the problem of unstable fps in heavy games like Pubg, Tanks, Last Lark, etc. There is a friend who has almost the same config, only he has a 6th generation i5, I have an i5-3340, the same 8 gig RAM, but he has 90-120 fps in pubg on medium-high Fullhd 90-120 fps, and I have the lowest at 1680*1050 - 30-120 extremely unstable fps, the same in Tanks. I understand that you most likely need 4 gigabytes of video memory and higher, but I reviewed how many tests on YouTube before buying and decided to overpay for an additional 10-20% fps instead of 1050ti, but it turns out that I get lower results than in tests on 1050ti and some hemp. I roughly understand the impact of the difference in hertz, generations, etc., but does it really have such a strong effect (the difference between the configs is only in the process, and I don’t understand the FPS so much more)?

I thought about its temperature reset of frequencies and put the throttlestop prog - but this didn’t fix the picture much, the swap file is at the choice of the system. Pubg is on ssd kingston fury for 120 gig (he's a couple of months old), tanks on hard.

Maybe the thermal paste is on the process - Titan Nano Grease, I bought it like a liquid one (a couple of months ago), and when I started applying it it was a little thick and most of it was like dry clay - is that not the norm? With loads of 20-30 minutes in any games, the temperature rises to 100 degrees on the bundled cooler.

M.b. drivers of the old vidyuhi - I also had a radeon 6670hd before, set it to 1060 and removed all the old drivers with registry cleaning (maybe there is a way to eradicate them in a deeper way or do I need to reinstall Windows?).

I don’t have expensive background processes, I’m certainly not a computer engineering guru, but I seem to clog up computers only with video, photo and music files - I try to use them responsibly :)

If you can answer, or at least in which direction to direct your thought processes, I will be very grateful, since I can’t fully understand that with a computer, and there’s not so much money for buying new components for a computer - I’ve been collecting for this vidyukha for almost a year. If you really need to buy devices, then help me spend the funds in the most effective channel for raising the vitality of my compush.

Thanks in advance guys.

P.S.: here is the compush config

P.S.S: + a little paranoia about the video card: rozetka.com.ua
indicates the memory frequency of 8000 MHz, Aida displays 4004 MHz, is this normal or not, or is it something wrong?

With loads of 20-30 minutes in any games, the temperature rises to 100 degrees on the bundled cooler.

This is guaranteed throttling and protection from overheating. Sometimes forced reset protection does at such temperatures.
Programmatically, all protection is not disabled. According to the specification - the lid should not be heated above 67.4 degrees
Yes, that could be the reason too.
Video memory frequency - there are two points:
- the program can display the bus frequency, while the memory is used by DDR - double data rate. Accordingly, the effective frequency is twice as high (most likely this is what you are observing, I don’t know what aida shows there)
- if you look at idle, then this may be a reduced frequency of the power saving mode
