It looks like an analog of IPMI from INTEL.
Out-of-band Remote Access generally means independent (from the main machine) remote access.

Out-of-band - transmission of a control connection on the same channel as the data. In this case, the transmission of remote access commands to the device (Intel IME, apparently) and responses to them over the same channel through which the OS exchanges data.
