How to fix shift layout order on MAC?

OS El Capitan MacBook Pro Late 2009
Suddenly changed the order of the layout of the characters that appear when combined with shift.
Up to the fact that the shift-2 combination that used to give the dog icon now only gives quotes in both layouts (I have 2 of them - Russian and English).
For example, I put English, hold down shift and start typing from left to right on the numeric keypad:
±!"#$%&'()0=~
The characters are shifted from the usual layout or they cannot be entered at all as before. At the same time, this is definitely not a hardware problem - the on-screen keyboard shows that everything is configured exactly as it is typed, but I did not change the settings.I have already tried everything that is possible, please help!

Go to the settings in the keyboard and redefine it. I had this when I moved the wireless keyboard with the Mac turned off to another usb port

never connected external keyboards to a poppy. Where to do the redefinition?
