How to remove inertial scrolling in MAC OS X?

I changed the magic mouse to a simple mouse and ran into a problem. When you scroll the page, the first bar of the scroll wheel scrolls just a little bit, then pain, then more, then more. If you sharply twist the scroll, the entire page flies away.
Annoying as hell. In older versions of macos, this was disabled in the settings, now it seems like through the console. However, advice from the Internet to set defaults write -g NSScrollAnimationEnabled -bool NO did not lead to success. Is there another option?
