How to establish a process in a new company?

Good afternoon, forum users
I came to a new company as a pm'a. The problem is that the entire development (web + ios + android) of about 20 people works somehow. There are no metrics. Tasks from analytics come somehow. Tasks are taken by developers simply in order. There are no ratings. How much time was spent is not clear. How they work, how many tasks have been closed, is also not really clear.
We are the customers ourselves, so the deadlines do not burn. What matters is transparency.
Where to start tidying up? What to focus on?
Now there is complete chaos, I want to bring it all at least to a controlled mess.
My approximate plan is this, nothing supernatural.
Tasks come from analytics with a full-fledged TOR for development, and not some other way, otherwise we stupidly do not take them. We are introducing sprints, most likely weekly, maybe two. With leads, we evaluate tasks (an hour or two) and form a sprint for each team. At the end of the sprint, a retrospective is also an hour or two, to correct the minuses.
I will focus on the processes from the previous company, but everything was already set up there + -, there is nothing right there and I don’t know what to expect, and how best to do it.

The plan is good, but your first problem and pain will be a war with customers (internal) in the sense that "yes, we never wrote such a technical specification !! yes, before our tasks were immediately taken to work and quickly done, and now it only takes 2 days to write a description and wait in line for other tasks"
